An Organizing Committee builds toward opening day: the Baltimore aquatics center and temporary courses go up, everything else is a refit

Realistic target. Under the IOC's flexible post-2019 model there's no fixed seven-year deadline, and Games have been awarded more than a decade out. This timeline targets a 2040 Summer Games, building directly on the 2026 World Cup and the 2028 Los Angeles Olympics
